The <a href="http://www.irex.org/project/washington-fellowship-young-african-leaders" target="_blank">Washington Fellowship</a> is the flagship program of President Obama’s <a href="http://youngafricanleaders.state.gov/" target="_blank">Young African Leaders Initiative.</a> President Obama launched YALI in 2010 to support young African leaders as they spur growth and prosperity, strengthen democratic governance, and enhance <span class="gx7s3aykq30" id="gx7s3aykq30_1">peace and security</span> across Africa. The Washington Fellowship, which begins in 2014, will bring 500 young leaders to the United States each year for academic coursework and leadership training and will create unique opportunities in Africa for Fellows to put new skills to practical use in leading organizations, communities, and countries.<br />

<span style="font-family: Arial, Helvetica, sans-serif;">PAYING for a taxi ride using your mobile phone is easier in Nairobi than it is in New York, thanks to Kenya’s world-leading mobile-money system, M-PESA. <a href="http://www.safaricom.co.ke/mpesa_timeline/timeline.html" target="_blank">Launched in 2007 by Safaricom</a>, the country’s largest mobile-network operator, it is now used by over 17m Kenyans, equivalent to more than two-thirds of the adult population; around 25% of the country’s gross national product flows through it. M-PESA lets people transfer cash using their phones, and is by far the most successful scheme of its type on earth. Why does Kenya lead the world in mobile money?</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;"><br /></span>
<span style="font-family: Arial, Helvetica, sans-serif;">M-PESA was originally designed as a system to allow microfinance-loan repayments to be made by phone, reducing the costs associated with handling cash and thus making possible lower interest rates. But after pilot testing it was broadened to become a general money-transfer scheme. Once you have signed up, you pay money into the system by handing cash to one of Safaricom’s 40,000 agents (typically in a corner shop selling airtime), who credits the money to your M-PESA account. You withdraw money by visiting another agent, who checks that you have sufficient funds before debiting your account and handing over the cash. You can also transfer money to others using a menu on your phone. Cash can thus be sent one place to another more quickly, safely and easily than taking bundles of in person, or asking others to carry it for you. This is particularly useful in a country where many workers in cities send money back home to their families in rural villages. Electronic transfers save people time, freeing them to do other, more productive things instead.</span><br />

<span style="font-family: Arial, Helvetica, sans-serif;">Dozens of mobile-money systems have been launched, so why has Kenya’s been the most successful? It had several factors in its favour, including the exceptionally high cost of sending money by other methods; the dominant market position of Safaricom; the regulator's initial decision to allow the scheme to proceed on an experimental basis, without formal approval; a clear and effective marketing campaign (<a href="http://www.youtube.com/watch?v=nEZ30K5dBWU" target="_blank">“Send money home”</a>); an <a href="http://www.economist.com/node/16319635">efficient system to move cash around behind the scenes</a>; and, most intriguingly, the post-election violence in the country in early 2008. M-PESA was used to transfer money to people trapped in Nairobi's slums at the time, and some Kenyans regarded M-PESA as a safer place to store their money than the banks, which were entangled in ethnic disputes. Having established a base of initial users, M-PESA then benefitted from network effects: the more people who used it, the more it made sense for others to sign up for it. </span><br />

<span style="font-family: Arial, Helvetica, sans-serif;">M-PESA has since been extended to offer <a href="http://www.economist.com/news/finance-and-economics/21574520-safaricom-widens-its-banking-services-payments-savings-and-loans-it">loans and savings products</a>, and can also be used to disburse salaries or pay bills, which saves users further time and money (because they do not need to waste hours queuing up at the bank). One study found that in rural Kenyan households that adopted M-PESA, incomes increased by 5-30%. In addition, the availability of a reliable mobile-payments platform has <a href="http://www.economist.com/node/21560912">spawned a host of start-ups in Nairobi</a>, whose business models build on M-PESA’s foundations. Mobile-money schemes in other countries, meanwhile, have been held up by opposition from banks and regulators and concerns over money-laundering. But M-PESA is starting to do well in other countries, including Tanzania and Afghanistan, and <a href="http://www.vodafone.com/content/index/media/group_press_releases/2013/m-pesa_india.html" target="_blank">last month it was launched in India</a>. At the same time, operators in some other countries are <a href="http://www.mtn.co.ug/MTN-Services/Mobile-Banking/MTN-MobileMoney.aspx" target="_blank">doing an increasingly good job of imitating it</a>. Some of the factors behind Kenya's lead cannot be copied; but many of them can, which means it should eventually be possible for other countries to follow Kenya's pioneering example. </span><br />

In mid-February 2013, the National ICT Master Plan (2012-2017) was launched by the Kenyan Government. It is a strategic document aimed to fast-track ICT investment and innovation. The former Ministry of Information and Communication had projected that by 2017, “the ICT Industry should be contributing an estimated USD 2 billion (25% of GDP), created 500 ICT companies, and brought in 50,000 jobs. The impact is also expected to be felt by SMEs with their automation projected at 60%, the number of commercialized business is placed at a 100 while 20 new innovations are expected to be propagated globally.” According to the Kenya ICT Board, four goals set by the Master Plan to be met by 2017 are:</div>

<strong style="background-color: transparent; border: 0px; margin: 0px; outline: 0px; padding: 0px; vertical-align: baseline;">Goal 1:</strong> Every citizen, resident, home and institution will be connected through a countrywide robust, accessible and affordable ICT infrastructure.<br /><strong style="background-color: transparent; border: 0px; margin: 0px; outline: 0px; padding: 0px; vertical-align: baseline;">Goal 2:</strong> Kenya will become the leading ICT HUB in African attracting leading global players and generating globally respected local entrepreneurship and innovation.<br /><strong style="background-color: transparent; border: 0px; margin: 0px; outline: 0px; padding: 0px; vertical-align: baseline;">Goal 3:</strong> Public Services will be available to all citizens through ICT. ICT will enable a truly open and efficient Government delivering meaningful value to citizens.<br /><strong style="background-color: transparent; border: 0px; margin: 0px; outline: 0px; padding: 0px; vertical-align: baseline;">Goal 4</strong>: Kenya will be a Knowledge Based Economy. All Kenyans will be able to use ICT to improve their knowledge, businesses and livelihood. ICT will contribute greatly to Kenya’s economic growth.</div>

On December 7, 2012, Peter Nalika reported at cio.co.ke that, “International Data Corporation (IDC) predicts that Kenya’s ICT market size will be worth USD 2 billion in 2015. Multinationals are investing in the country because it is a spring board of connecting ICT and business to other markets.” Kenya is becoming a tech hub and international technology companies prefer it as an investment destination; a position she is gradually taking over from South Africa. In 2012, IBM chose Kenya as the location to set up its first research laboratory in Africa. The research shall create a base for science and technology and to solve problems relevant to the continent. According to Duncan Mcleod on bdlive.co.za, Google chairman Eric Schmidt said during a visit to Kenya last year that: “Nairobi has emerged as a “serious tech hub” and could become the continent’s technology leader.”</div>

Kenya is credited internationally for the development of local technological innovations such as M-Pesa, which is the mobile banking and commerce platform created by mobile operator, Safaricom. Millions of Kenyans use the platform daily to buy goods and receive money. Mcleod adds that: “Kenya’s government is now spearheading efforts to transform the country into Africa’s tech capital. Work has begun on an ambitious technology centre called Konza City that could eventually cost as much as $14.5bn.”</div>

As part of this, we have established the Afrika Academy, which is designed to benefit recent higher education graduates, government leaders and the Microsoft partner community. Our efforts in the Academy will rely heavily on partners, including African universities, research institutions and others.</span><br />

Through the 'Mawingu' white spaces pilot, we are also working to improve access to the internet across Kenya and beyond. Last but not least, we are also working hard to facilitate access to free, relevant web services for African small and medium enterprises through financing, partnerships and smart sourcing</span><br />

Kenya: Uhuru Secures Microsoft Support for Computers</h2>

<span style="font-family: "Trebuchet MS", sans-serif;">Nairobi, Kenya — President Uhuru Kenyatta has secured support of Microsoft International in the implementation of the computer to schools programme.</span><br />
<span style="font-family: "Trebuchet MS", sans-serif;"></span><br />
<span style="font-family: "Trebuchet MS", sans-serif;">In a meeting held at State House Nairobi, Microsoft Global President Jean-Philippe Courtois said his company will support the government in training all primary school teachers to enable them implement computer to schools programmes by January next year.</span><br />
<span style="font-family: "Trebuchet MS", sans-serif;">Courtois further said his company will work with different partners to develop at least five enterprises in each county to provide technical support in hardware, connectivity and software to all schools in the country.</span><br />
<span style="font-family: "Trebuchet MS", sans-serif;"></span><br />
<span style="font-family: "Trebuchet MS", sans-serif;">He also assured the president that his organisation will develop a research and innovation hub at Konza Technology Park to support software developers in the country adding that through Microsoft's universal access to broadband programme, the company will provide connectivity to rural schools, hospitals and homes.</span><br />
<span style="font-family: "Trebuchet MS", sans-serif;">In welcoming the support of Microsoft, President Kenyatta said his government is ready to enter into partnerships that will facilitate the implementation of ICT programmes in the country in a cost-effective manner.</span><br />

<span style="font-family: "Trebuchet MS", sans-serif;">The president assured Courtois that his government will provide all the backing needed to roll out the partnership in line with the existing laws and regulations.</span><br />
<span style="font-family: "Trebuchet MS", sans-serif;">The president further called upon the ministries of Education and ICT to work closely together with Microsoft in order to come up with a framework of rolling out the partnership immediately.</span><br />
<span style="font-family: "Trebuchet MS", sans-serif;">Emphasising that the country has great potential to be a global centre of ICT, the Head of State said he will not allow Kenya to be a recipient of content saying that his government will empower citizens, especially the youth, to develop ICT programmes themselves.</span><br />

<span style="font-family: "Trebuchet MS", sans-serif;">The president also asked Microsoft International to develop a sustainable model that includes local assembly of computers as well as local software and content development which can be replicated in other African countries.</span><br />

A public-private partnership generously supported by USAID and Accenture, implemented by Cuso International, the 'Diasporas for Development Initiative' (DfD) is designed to support and promote the mobilization of diaspora communities to address human resources gaps – often due to “brain drain” – in developing countries.<br />
The 'Diasporas for Development' volunteers will provide support to partner organizations in the creation and development of employability and entrepreneurship skills and opportunities. DfD is open to all US citizens or permanent residents who are members of the diaspora community and others who have a demonstrated relevant connection to, or experience in, the target country.<br />
Overall, the program two-pronged approach seeks to promote diaspora engagement in their countries of ancestry or heritage by:<br />
<ol>
<li>Developing partnerships with Diaspora Partner Organizations in the U.S. through reciprocal exchanges of support; and</li>
<li>Recruiting and placing U.S.-based professionals from the diaspora in projects that build employability and entrepreneurship skills in their country of ancestry.</li>

The United Nations International Law Fellowship Programme is a
six-week course organized annually by the Codification Division of the United
Nations Office of Legal Affairs, under the Programme of Assistance in the
Teaching, Study, Dissemination and Wider Appreciation of International Law,
which is one of the cornerstones of the United Nation’s efforts to promote the
rule of law. The International Law Fellowship Programme is designed to enable
qualified persons, in particular, mid-level government legal officers and young
teachers of international law from developing countries, and countries with
emerging economies, to deepen their knowledge of international law.</div>

The Fellowship Programme consists of a six-week summer course
at the Peace Palace in The Hague, the Netherlands. Fellows attend courses in
public international law at The Hague Academy of International Law and
participate in lectures and seminars organized by the Codification Division of
the United Nations Office of Legal Affairs. The courses are given in either
English or French. <strong>The 2013 Programme will be conducted in
English.</strong></div>

Fellows are selected on the basis of their qualifications, the
needs of their respective countries and the potential benefits they may derive
from the fellowship in their professional life. Preference will be given to
candidates from countries whose nationals have not been awarded a fellowship in
the immediately preceding years and to candidates from least developed

<em>Financial Arrangements</em></div>

The Fellowship Programme will cover the fellowship recipient’s
travel costs in economy class, medical insurance, the training material and the
registration fee for The Hague Academy of International Law. In accordance with
policies and procedures governing the administration of United Nations
fellowships, participants will receive a stipend to cover their living expenses.
Accommodation will also be provided by the Fellowship Programme.</div>

Additional places will be made available for self-funded
participants from developed countries and employees of international
organizations who will have to bear all costs associated with their

Linking diaspora communities to their countries of origin through volunteering, resource sharing and skills transfer can offer much needed expertise; helping to counter the effects of out-migration of skilled human resources experienced by so many disadvantaged countries.</span><br />

The <b>Kamba</b> (<b>Akamba</b> in the plural) are a <a href="http://en.wikipedia.org/wiki/Bantu_peoples" title="Bantu peoples">Bantu</a> ethnic group who live in the semi-arid <a class="mw-redirect" href="http://en.wikipedia.org/wiki/Eastern_Province,_Kenya" title="Eastern Province, Kenya">Eastern Province</a> of <a href="http://en.wikipedia.org/wiki/Kenya" title="Kenya">Kenya</a> stretching east from <a href="http://en.wikipedia.org/wiki/Nairobi" title="Nairobi">Nairobi</a> to <a href="http://en.wikipedia.org/wiki/Tsavo" title="Tsavo">Tsavo</a> and north up to <a href="http://en.wikipedia.org/wiki/Embu,_Kenya" title="Embu, Kenya">Embu, Kenya</a>. This land is called <i>Ukambani</i>. Sources vary on whether they are the third, fourth or the fifth largest ethnic group in Kenya. The Kamba are a relatively new ethnic group, having developed from the merger of various <a href="http://en.wikipedia.org/wiki/Bantu_peoples" title="Bantu peoples">Bantu</a> communities in the vicinity of <a href="http://en.wikipedia.org/wiki/Mount_Kilimanjaro" title="Mount Kilimanjaro">Mount Kilimanjaro</a> around the 15th century. They are believed to have reached their present <a href="http://en.wikipedia.org/wiki/Mbooni" title="Mbooni">Mbooni Hills</a> stronghold in the <a href="http://en.wikipedia.org/wiki/Machakos_District" title="Machakos District">Machakos District</a> of Kenya in the second half of the 17th century.<sup class="reference" id="cite_ref-Kaplan_1-0"><a href="http://en.wikipedia.org/wiki/Kamba_people#cite_note-Kaplan-1"><span>[</span>2<span>]</span></a></sup><span class="mw-headline" id="Distribution"></span><br />

Have you fallen in love or you are in a serious relationship that could lead to marriage with a Kamba lady? If the answer is perhaps yes, then prepare yourself for a series of courtship rituals, some of which have endured even in the face of rising modernity.</div>
And in most cases it will not matter whether you plan to wed in a church or after any other faith or even under the customary law.<br />

The bottom line is the groom and his kin must meet some basic requirements and perform specific rituals highly regarded among the Kamba community as minimum threshold for a typical legitimate marriage.<br />
<br />
As a matter of fact, the rituals have been viciously preserved throughout generations, and still remain a significant identity and cultural value revered by everyone in the community, their social class notwithstanding. For instance, before a marriage ceremony is conducted, the groom (with his kin) must throw an important party popularly referred to as Ntheo. Ntheo is actually the minimum requirement that demonstrates the bride officially belongs to the man she is engaged to.<br />
In case the couples are in a ‘come-we-stay’ arrangement, meaning there was no advance ceremony before they began living as husband and wife, the entire marriage is deemed null and void under the Kamba customary law.<br />
<br />
As a result, the woman in the marriage is considered an illegitimate wife and the man illegitimate husband. If, and God forbid, a woman whose husband is yet to throw the ntheo party to her (bride’s) kin dies, she cannot be buried by her husband no matter how long she had stayed with him. And if the husband finds it important to bury the remains of his wife at his home, he has to carry out the ntheo ceremony before the burial.<br />

<strong>What it involves</strong><br />
So what does ntheo entail? An ordinary ntheo ceremony must involve at least three goats, one of which must be a he-goat that is un-castrated. However, you may have more than three goats but the rule is that the number of the animals to be presented to the bride’s family for the purpose of ntheo must add up to an odd number. This means the goats may be five, seven, nine and so on but not four or six!<br />

During this ceremony, only a handful close relatives of both sides of families are involved. The he-goat is then slaughtered by the groom, or alternatively a brother to the groom. ?It is believed that as soon as blood of the he-goat spills on the ground, the bride becomes ‘officially owned’ by the groom that very moment.<br />
<br />
But it does not end there. A piece of soft meat popularly known as kikonde, extracted from the slaughtered goat is given to both the bride and groom, who must eat at least a piece each as ‘an oath’ that they will keep the covenant of their marriage.<br />
In case ntheo ceremony is carried out before a marriage ceremony like it is the case in most Christian marriages, the bride is deemed to already ‘lawfully’ belong to her fiancée under Kamba customary law. And even if there is no church ceremony the two are deemed married.<br />

Once food is served to those present at the ceremony, women and children are issued with soft drinks while men who are considered mature are served with Kaluvu, the Kamba traditional beer. It is important to note it is the groom’s responsibility to ensure both types of drinks are made available in acceptable quality and quantity.<br />
<br />
Once the ntheo ceremony is done, the process of ‘buying a wife’ begins there and then. The bride’s kin are to present the numerous items the bride’s family will require as dowry.<br />
However, these items may be paid through installments that are usually negotiated at friendly basis by the two sides of the families. Dowry is what is popularly referred to as ngasya. Coming on the top of the list of items for ngasya are 48 goats, which must eventually be delivered to the bride’s family. <br />
<br />
This means, for instance, if the groom used three goats for the ntheo ceremony, he is left with an outstanding balance of 45 goats.<br />

Also in the list of dowry items are two drums of honey referred to as Ithembe, two blankets as well as two bed sheets. These may be issued physically or monetary compensation offered against each item. <br />
<br />
Another interesting item that features prominently in the list of dowry items is a big goat called ndua itaa brought to the bride’s parents. This one is supposed to signify that the bed that belonged to the bride while at her parents’ home has now been bought by the groom’s family.<br />
<br />
To crown the marriage, the groom is also expected to throw yet another mega party to the in-laws, and this time the entire village is invited to feast. A huge, castrated bull is slaughtered and friends and neighbours are invited for a ceremony dubbed ilute. During this ceremony, the bride is showered with gifts by members of her kin and friends alike, which she may take to her matrimonial home.<br />
<br />
But what if the worst happens and the groom intends to divorce his wife? The groom will have to incur another cost again! Under Kamba tradition, the groom (together with his parents) must take two goats — one male another female called mbui sya maleo (goats of divorce) to the bride’s family. The groom’s family may opt to claim all what they incurred in dowry payments after ‘deporting’ the bride to her parents’ home, or just forget about it altogether!</div>

volunteer with Cuso International in Uganda, where thousands of children were
abducted and drawn into lives of slavery, murder and sexual abuse during the
bloody war over the last 30 years. <br />

Our mission here, with our partner at
the Lira District Local Government, is to work with these youth and train them
to become full members of the community. <br />
<br />
It is a daunting task because
even here in their own country it is widely believed these youths are
“redundant” and a “lost cause”
<br />

a meaningful and sustainable way. When we first launched this program we
expected a few hundred applicants. But when the day came - the crowds almost
filled the entire village! <br />
<br />
There were over a thousand young people on
the first day – all of them eager to be chosen. After three days, there were
2,500 village youth clamouring to get to work. <br />
<br />
<br />
So far, hundreds of
local youth have been organized into groups working on income generating
enterprises such as livestock management, agriculture, a bakery, bee-keeping and
tailoring. They are now feeling useful and productive. <br />
<br />
<b>But we have
just scratched the surface - there is still so much more to be done.
</b><br />
<br />

In this realm people are sleepy, dreamy, torpid, lethargic, and therefore indigent—totally penniless, needy, destitute, poverty-stricken, disfavored, and impoverished. In this demesne, as they call it, there are hardly any discoveries, inventions, and innovations. Africa is the trailblazer. Some still call it “the dark continent” for the light that flickers under the tunnel is not that of hope, but an approaching train. And because countless keep waiting in the way of the train, millions die and many more remain decapitated by the day.</span><br />

Join us for an information session and hear from Cuso International staff and returned volunteers. With over 50 years experience in volunteering and development, we are actively recruiting Canadians to work in partnership with local colleagues, sharing their skills and expertise to help find long-term, sustainable solutions to extreme poverty. Our volunteers build relationships and memories that will stay with them for a lifetime. <br />

Cuso International is currently recruiting volunteers to fill long-term (1-2 year) placements with our partners overseas in over 40 countries. We’re currently recruiting volunteers from a range of professional backgrounds such as business, health, education, natural resource management, community and social development.
